Tuan Sing's Opus Bay Luxury Resort in Batam Opens from December 2026
Developed by Singapore-listed Tuan Sing Holdings, the 110-hectare Opus Bay will introduce a 493-room hotel and a dedicated ferry terminal connecting to Singapore.

Opus Bay Begins Phased Opening in December
Opus Bay, Batam's first luxury integrated resort, is scheduled to commence its phased opening in December 2026, according to developer Tuan Sing Holdings. Located on Batam's West Coast in Sekupang, the 110-hectare project is designed as a comprehensive hospitality, retail, and leisure hub. Visitors are expected to be able to access and stay at the resort from 2027.
The initial phase of development will include the introduction of a new hotel and a collection of luxury villas, alongside a dedicated ferry terminal that will provide direct access to Singapore.
Hotel, Villas, and Dedicated Ferry Terminal Detailed
The first developments to be completed within Opus Bay are its private ferry terminal, Marina Bay Ferry Cove, and the Residence on Opus Bay. The Residence complex comprises Balmoral Tower, a 493-room hotel, which Tuan Sing Holdings states will be Batam's largest at 35 storeys. Additionally, 57 ultra-luxury villas known as Cluny Resorts will open.
Marina Bay Ferry Cove, designed by Singapore architectural firm Park + Associates, will serve as the resort's dedicated ferry gateway.
The resort's master plan was developed by US-based architectural firm Kohn Pedersen Fox (KPF), with a 107,600 sq ft waterfront retail and dining promenade designed by SCDA Architects, featuring an 80-store tenant mix curated by Mitra Adiperkasa, an Indonesian lifestyle retailer. A Sports Park with padel and pickleball courts is also planned.
Batam's Broader Tourism and Economic Development
The launch of Opus Bay aligns with Batam's ongoing efforts to establish itself as a premier getaway destination in Southeast Asia, focusing on lifestyle and wellness tourism.
In 2024, the regional government established special economic zones: a 23.1-hectare health zone in Sekupang, anchored by a hospital collaboration between India’s Apollo Hospitals and Indonesia’s Mayapada Healthcare, and a 24.07-hectare tourism zone in Nongsa.
Furthermore, Batam is fostering growth in the digital economy, attracting data centre developments to serve Singapore-based technology firms. This includes DayOne's 72MW campus at Nongsa Digital Park and a US$5 billion AI data centre project announced for Nongsa in May of the current year.
These initiatives build upon Batam's existing status as a manufacturing hub, supported by a free trade zone enacted in 2009.
Enhanced Connectivity and Luxury for Regional Travellers
For travellers across Asia, particularly those in Singapore and Malaysia, Opus Bay introduces a new luxury hospitality option with direct, convenient access. The dedicated ferry terminal at Marina Bay Ferry Cove will offer a direct link to Singapore, making Batam a more accessible short-haul destination for high-end leisure and business travel.
The resort’s position near Batam Hills Golf Resort and the Saung Budaya Batam cultural centre further integrates it into the island's existing attractions.
This development by Singapore-listed Tuan Sing Holdings enhances Batam's appeal as a destination for luxury stays and leisure activities, potentially drawing more regional visitors and increasing competition for other integrated resorts in Southeast Asia.
