Cambodia Targets Preah Sihanouk for Marine Tourism Growth by 2030
The Kingdom's new 2026–2030 development plan aims to upgrade infrastructure and services in the coastal province, positioning it as a major business and leisure hub.

Preah Sihanouk Development Plan Unveiled
Cambodia has initiated a comprehensive strategy to establish Preah Sihanouk province as a leading international marine tourism destination by 2030. The Preah Sihanouk Tourism Development Plan 2026–2030 was officially launched on Monday, 21 September 2026, by Tourism Minister Huot Hak and provincial governor Mang Sineth.
This initiative seeks to enhance the province's tourism products, services, and overall infrastructure to attract a global visitor base. Officials described the plan as a blueprint for transforming Preah Sihanouk into a high-quality centre for both business and leisure activities, aiming for it to become Cambodia’s second primary urban hub.
Leveraging Coastal and Infrastructure Assets
Minister Hak highlighted Preah Sihanouk’s inherent strengths, including its extensive coastline, rich marine biodiversity, and the presence of Ream National Park, which collectively offer significant potential for coastal, island, ecotourism, and water sports activities.
The province also benefits from existing transport and economic infrastructure, which provides a solid foundation for expanding its tourism and business sectors. Key assets include the Phnom Penh–Sihanoukville Expressway, the Sihanoukville Autonomous Port, and an international airport, all of which are crucial for facilitating increased visitor arrivals and economic activity.
Focus on Quality, Safety, and Digital Adaptation
To compete effectively in the increasingly competitive regional tourism market, Minister Hak emphasised the critical need for developing new tourism products and significantly improving service quality. He also stressed the importance of maintaining high standards of cleanliness, security, and safety across the destination.
Furthermore, the minister urged the tourism sector within Preah Sihanouk to embrace digital technology and artificial intelligence. This adaptation is considered essential for meeting the evolving expectations of contemporary travellers, particularly younger demographics.
Regional Impact and Promotional Drive
The broader vision behind the Preah Sihanouk Tourism Development Plan extends beyond marine tourism, aiming to establish the province as a significant economic and urban centre that contributes to Cambodia's growth, innovation, and sustainable development.
The plan mandates cooperation among various stakeholders, including government bodies, local authorities, businesses, communities, and influencers, structured around six strategic pillars.
Minister Hak encouraged young people and content creators to actively promote Preah Sihanouk’s attractions internationally, reinforcing the tourism sector’s message that "Every individual is a promoter of Cambodian tourism." This concerted effort seeks to draw more visitors from across Asia and beyond.
