New Passive Income Threshold for 2026

Portugal has updated its D7 Visa programme, establishing a monthly passive income requirement of €920 for individual applicants seeking residency in 2026. This threshold, equivalent to approximately $1,033, was detailed by Portugalist on 21 October 2026.

The D7, often referred to as the Passive Income Visa, enables non-European Union citizens to secure full-time residency in Portugal, granting access to the nation's public healthcare system, educational facilities, and a lower cost of living. Successful applicants can also pursue Portuguese citizenship after ten years of residency.

Eligibility for the D7 Programme

The D7 Visa caters primarily to individuals who generate income passively. According to Portugalist, this includes retirees receiving pensions or social security benefits, investors earning dividends, property owners with rental income, and authors or creatives who receive royalties.

The programme is not designed for remote workers or freelancers; these individuals are typically directed towards the D8 visa category instead. This distinction helps ensure the D7 pathway remains aligned with its original intent of attracting financially independent individuals.

Additional Requirements and Family Inclusion

Beyond the monthly income, applicants must demonstrate sufficient savings, provide proof of accommodation within Portugal, and possess a clean criminal record. Portugalist notes that specific requirements, such as the duration of required travel insurance, may vary slightly between different consulates and VFS offices responsible for processing applications.

The D7 programme also permits the inclusion of family members, encompassing spouses or long-term partners, dependent children under 18 or in full-time education, and parents who are financially or physically dependent on the primary applicant.

Appeal to Asian Travellers and Investors

The updated Portuguese D7 Visa could present an attractive option for affluent individuals across Asia seeking European residency.

With a growing number of retirees and investors in markets such as Singapore, Hong Kong, and Japan looking for international relocation or investment opportunities, the D7's relatively low income threshold and pathway to citizenship may hold significant appeal.

Asian investors with diversified portfolios yielding passive income streams, or those planning retirement abroad, may consider Portugal as a viable destination for long-term settlement. This trend aligns with a broader interest among Asian high-net-worth individuals in diversifying their residency options globally.
